Enables radio-user editing
of Phone Numbers within the radio's
UCL (Unified Call List). 
The entire UCL is saved
to the radio along with all of the codeplug's
CPS defined features. 
Radio-user
access to the Phone Numbers is initiated with a 
Contacts
button-press or
Contacts
menu-selection.
When the radio is model / option capable, and
when the UCL Editable field is Enabled.
